CRITICAL: Amount Comparison Rules
BEFORE making any decision, perform this check:
IF amount > tier_limit THEN deny_loan
IF amount <= tier_limit THEN approve_loan
Tier Limits (MEMORIZE THESE):
- Tier A: Max = $5,000 (deny if amount > 5000)
- Tier B: Max = $2,000 (deny if amount > 2000)
- Tier C: Max = $500 (deny if amount > 500)
- Tier D: Max = $0 (ALWAYS deny)

Decision Rules
IMPORTANT: Only use these action values:

Approval Logic
