3. Scope Control Rules
Scope Baseline
The following features constitute the locked launch scope as of project kickoff:
- SAML 2.0 and/or OIDC authentication flow
- Admin UI for SSO configuration (connection setup, certificate upload, domain verification)
- Support for Okta, Azure AD, and OneLogin (minimum 3 IdPs)
- Just-in-time user provisioning
- SSO-enforced login (admin can require SSO for all org users)
- Audit logging for SSO events
- SOC 2 documentation updates
Scope Change Rules
Rule 1: Freeze date. No new scope after Week 6 (Nov 5). Period. Any request after this date is deferred to a fast-follow release.
Rule 2: One-in, one-out. Any scope addition before the freeze date must be accompanied by an equivalent scope removal, OR explicit VP-level approval of additional resources/timeline.
Rule 3: 4-hour rule. Any proposed feature that adds more than 4 engineering-hours of work requires written justification (what, why, impact on timeline) and PM + Engineering Lead sign-off.
Rule 4: Must-have vs. Nice-to-have classification. All features are tagged:
- P0 (Must-have for launch): Core SSO auth, admin config UI, security review sign-off, SOC 2 docs
- P1 (Should-have, can ship in Week 1 post-launch): SCIM provisioning, advanced IdP attribute mapping
- P2 (Nice-to-have, fast-follow): SSO analytics dashboard, self-serve IdP debugging tools
Rule 5: Scope creep triggers. The following automatically trigger a scope review meeting:
- Any request from sales/CS to add a customer-specific IdP integration
- Any "just one more thing" from stakeholders after design sign-off
- Security findings that require architectural changes (vs. targeted fixes)
Rule 6: Change request log. All scope change requests are logged in a shared tracker with: requester, description, estimated effort, decision (approved/deferred/rejected), and rationale.
Pre-Approved Scope Cuts (if timeline is at risk)
If the project goes RED, the following can be cut without VP approval:
- Reduce supported IdPs from 3 to 2 (drop OneLogin, keep Okta + Azure AD)
- Defer SCIM provisioning to fast-follow
- Ship admin UI with functional-but-unpolished design (skip animations, advanced error states)
- Defer advanced audit logging (ship basic login success/failure events only)

Critical Path Warning
The security review is on the critical path and is the highest-risk item. With 10 weeks to launch and the review not yet started:
- Week 1 action required: Submit security review request with full architecture documentation by Day 2. If the internal security team cannot commit to a 5–6 week review cycle, immediately escalate to secure external security consultants.
- Parallel track: Do not block engineering work on the security review. Build in dev while security reviews the architecture. Plan for remediation sprint in Weeks 6–7.
- Hard deadline: Security sign-off must be obtained by November 5 (Week 6). Any later puts the launch at risk with insufficient time for remediation.
